- I've been listening to Argentina on 28.9-29.0 Mhz. Sometimes the signal is
- very strong... about S-9 with a vertical antenna.
-
- Also, worked a few stations on packet, on 28.18-Mhz. When I tried the
- 29.6-Mhz FM, the signals dropped to an S-1.
-
- The band is openning almost every afternoon, on a North-South path. There is
- a chance of working the Galapagos Islands, from Los Angeles, California. From
- 2200-0100 UTC, for those who hasn't work them on 10-Meters.
-
- Christmas Islands check-ins, with an S-3 signal on my multi-band vertical
- antenna. While mobile, from my car... worked Puerto Rico from California on
- 28.31-Mhz.
-
- When the band is active, most of the people are on 20-meters on top of each
- other. Why not try 10-meters instead...

- I can't resist sharing an experience with trying to contact the folks
- on a closed repeater... We discovered W6UE on 445.450 - (pl 100) in
- the Glendale/NE LA/Pasadena area. It had only a trickle of users and
- the coverage was perfect for our needs. We called the control operator
- one evening to ask about using/joining it. This repeater appears to be
- affiliated with CALTECH, although the repeater guide is useless there.
- We were told in rather curt terms that no-code techs were not welcome
- there. (Something about not being able to copy the repeater's ID..)
- We were nice guys and let that sleeping dog lie there. Makes me wonder
- what the reaction would be if we started communicating via CW on that
- repeater. ;-)

- SYNOPSIS OF ACTIVITY
- --------------------
-
- Solar activity was very low. The sun is spotless. There
- were no events observed.
-
- Solar activity forecast: solar activity is expected to be
- very low.
-
- The geomagnetic field has been at active to major storm
- levels for the past 24 hours. Activity is most likely due
- to a well positioned, recurrent coronal hole. Energetic
- electron flux (GT 2 MeV) ranged from normal to high levels
- over the past 24 hours.
-
- Geophysical activity forecast: the geomagnetic field is
- expected to be at active to storm levels for the entire forecast
- period. Major to severe storming is possible during local night
- time at high latitudes.
-
- Event probabilities 31 may-02 jun
-
- Class M 01/01/01
- Class X 01/01/01

- A. Middle Latitudes

-
- B. High Latitudes
- Active 15/15/15
- Minor Storm 30/30/30
- Major-Severe Storm 35/35/35
-
- HF propagation conditions were below normal for most
- regions today. Conditions were significantly degraded at times
- during the local night hours, occassionally affecting
- propagation even over the low latitude regions. Sporadic-E has
- increased along with absorption and spread-F. MUFs are
- depressed up to 50 percent for transauroral paths, up to
- approximately 35 to 40 percent over the middle latitude paths,
- and near 30 to 35 percent over the low and equatorial regions.
- No significant changes are expected over the next several days.

- I am a candidate for the Wisconsin legislature this fall and (as an Extra who
- cares about ham radio concerns) would like to prepare a sheet for my district's
- ham population. What I am interested in is ideas for state laws that hams
- would appreciate...
-
- Ideas I have so far include:
-
- 1) Opposition to scanner/radio bans, etc.
- 2) Adoption of PRB-1 (with possible revisions) into statutory form (I know
- about federal preemption, but this would make cases easier for hams...)
- 3) Developing stronger partnerships between state and ARES/RACES, etc.
-
- Any input (or money <grin>) you could provide would be appreciated!

- Well I was agreeing with the sentiment more than the statement. It's not
- as simple as you think. The band is ours. We want to use it,
- efficiently and fairly. In fact, we'll cooperate with a fair, open
- coordination effort eagerly.
-
- However, there is ground to be made up. First, there are too many
- "closed" repeaters in relationship to the few "open" ones. The ones that
- are open are placed on shared frequencies. There are also far too many
- "paper" repeaters.
-
- I just learned today of a renegade open repeater being placed on a
- splinter of two paper repeaters. If the system was better administered,
- crap like that could be avoided.

- That's right Dick, OB. 99% of the amateurs in Southern California are the
- have nots, and the good old boys who have assigned themselves pretty much
- all of 440 are the haves. And I'm for throwing them out...you have that
- quite right.
-
- It's a scandal. I mean, there is practically no point in owning a dual
- band (2m/440) rig in Southern California. Maybe back in the old days,
- when 440 was exotic and little used, except by pioneers, it made sense to
- give it away to a few guys. But in this crowded time, with hundreds of
- new hams getting VHF privileges every month, it makes no sense at all.
-
- The contrast between the wholesome and well-wrought band plan on 2 meters
- with the desolate desert of 440 in Southern California is stark. It cries
- out for correction.
